Individuals who have overstayed their visas and plan to depart the UAE are required to submit their visa amnesty application in the emirate that originally issued their residency, according to Dubai authorities. The General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA) issued a statement clarifying that: "Residents whose residencies were issued in different emirates and intend to exit the nation must go to the emirate that issued their residency."

For those who wish to stay in Dubai after rectifying their residency status, they can proceed with the emirate. The statement further noted, "If they desire to stay in the country and seek employment in the Emirate of Dubai, they can coordinate with Dubai Residency to adjust their status, irrespective of their dealings with other emirates."

This guideline is part of the ongoing amnesty initiative designed to help overstayers regularize their status and either exit the country or find employment opportunities.
