Handling traffic violations and substantial fines can be quite stressful, especially if you find it challenging to understand the payment process. Non-payable fines, commonly known as blocked or locked fines, can initially be quite perplexing. These fines usually include black points along with the monetary penalty. The amount of such fines is determined by the gravity of the offense; for instance, a speeding violation might lead to a blocked fine of Dh500, while driving under the influence could result in a Dh2,000 fine.
Most people opt to pay their traffic fines online, but this option is not available for non-payable fines. In Dubai, to resolve this issue, drivers need to contact the traffic department either by emailing ps-t@dubaipolice.gov.ae or by visiting specific departments such as the Traffic Department of Deira Traffic (opposite Terminal 2) or the Traffic Department of Barsha Traffic (located on the same side of Mall of the Emirates, facing Sheikh Zayed Road). Motorists must go to a police station with their Emirates ID and driving license, where the black points will be transferred from their vehicle licenses to their driving licenses, enabling them to pay the fine immediately.
Previously, in Abu Dhabi, non-payable fines could only be settled at designated Traffic Police Service Centres, but now, motorists can pay these fines both online and at police stations. To resolve non-payable fines in Abu Dhabi, open the TAMM mobile app, where fines are displayed. An orange dot indicates a non-payable fine due to black points. Click on the 'pay all' button, then on the orange dot option. The app will prompt you to transfer the black points to your driving license to make the fine payable. You can transfer the black points either by selecting 'transfer to my license' or 'transfer from another traffic profile'. After transferring the black points, the fine becomes payable, and you can proceed with the payment.
