Nepali Prime Minister KP Sharma Oli, during the presentation of the trust motion in parliament, disclosed the seven-point agreement negotiated with the Nepali Congress. As the chairman of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Oli detailed the agreement, which was finalized shortly after midnight on July 2. He emphasized that this pact between the two leading parties is part of their joint initiative to tackle the nation's critical challenges.
"We (CPN-UML and Nepali Congress) may differ in our ideologies, yet there have been occasions of cooperation between the Congress and the UML. This agreement is an extension of that collaborative spirit. We commit to jointly safeguarding national interests, combating corruption, enhancing governance, accelerating development initiatives, and ensuring political stability, in line with the public's aspirations," Oli stated in the lower house of the federal parliament.
The Prime Minister revealed the specifics of this late-night agreement three weeks after its signing by Oli and Congress leader Sher Bahadur Deuba, amid queries from Congress and other party leaders regarding the secrecy maintained for weeks. The seven points agreed upon by the Congress and the UML at midnight on July 1 include:
1. Establishing a national consensus government under Article 76(2) of the constitution, involving other political parties, to safeguard national interests, combat corruption, enhance governance, accelerate development, and ensure political stability.
2. The national consensus government will focus on reviewing the implementation of the constitution, addressing its strengths and weaknesses, and amending it along with related laws to ensure political stability.
3. To combat the prolonged economic downturn, create a stable business environment, and revitalize economic activities, including encouraging domestic and foreign investments to generate ample and dignified employment opportunities.
4. CPN-UML chairman KP Sharma Oli will head the national consensus government for the initial two years, followed by Nepali Congress president Sher Bahadur Deuba leading the election government until the November-December 2027 elections.
5. Developing common minimum programs to safeguard national interests, ensure good governance by eradicating corruption, establish the foundation for the national consensus government, and operate the government based on these principles.
6. The national consensus government will ensure balanced participation from the two major political parties and include other political parties.
7. Provincial governments will be established in alignment with the national consensus government's spirit, and efforts will be made to expedite development at provincial and local levels in response to public sentiment.
