Sheikh Saud bin Rashid Al Mu'alla, a member of the Supreme Council and the Ruler of Umm Al Quwain, has enacted an Emiri Decree concerning the management of stray animals within the emirate. According to Decree No. 9 of 2024, stray animals will be apprehended and housed in specific enclosures managed by the Umm Al Quwain Municipality Department. The decree identifies such animals as ownerless, and the department reserves the right to seize them permanently if their custodian or owner fails to claim them within a three-day period. The Municipality Department is empowered to handle stray animals as it sees fit. Additionally, the department is required to adhere to prescribed protocols to authorize its staff as judicial police officers, enabling them to enforce and document violations in line with the prevailing laws of the emirate and the nation. Any conflicting provisions in other emirate legislation will be nullified by this decree. The decree takes effect immediately upon issuance and will be documented in the Official Gazette.
