A new succession planning system has been approved for the government of Dubai, as announced on Friday. This system will include guidelines for identifying top employees and preparing them for new roles.
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, issued a resolution to approve this job promotion scheme. According to the resolution, eligible Emirati employees will be nominated for succession planning by their department, in coordination with unit heads and with the employee’s consent.
Nominations must comply with the resolution’s provisions, procedural guidelines, the entity’s strategic and operational requirements, and Emiratisation policies. The new resolution aims to streamline government employees' career paths and achieve several key goals:
1. Strengthen corporate risk management
2. Ensure business continuity
3. Identify key positions critical to achieving departmental goals and maintaining smooth operations
4. Establish a unified set of succession planning procedures for government entities
This new scheme applies to all Emirati civilian employees of government entities, excluding those on temporary contracts, special contracts, secondments, and retirees appointed within these entities. The Dubai Government Human Resources Department (DGHR) is responsible for developing and approving a guide to the procedures, timelines, and templates required for implementing the succession planning system.
The DGHR will also update and distribute this guide to government entities and monitor their compliance. Additionally, the department will regularly review the provisions of the resolution, recommend amendments, and submit them for approval to the relevant authorities. The director-general of the DGHR will issue the decisions necessary to implement this resolution, which takes effect from the date of its publication in the Official Gazette.
