Sharjah has established the Communication Technologies "Free Zone" (Comtech) through an Emiri Decree issued by Dr Sheikh Sultan bin Muhammad Al Qasimi, a member of the Supreme Council and the Ruler of Sharjah. This free zone, dedicated to communication technologies, is located in the city of Kalba and is officially named the "Sharjah Communication Technologies Free Zone". It operates with a distinct legal identity, financial autonomy, and administrative independence, reporting to the Sharjah Communications Technologies Authority. The specific boundaries and area of the zone are defined by the Ruler of Sharjah.

The Decree outlines the zone's objectives, which include enhancing the emirate's standing in communication technologies, attracting investments and skilled professionals, supporting the technology sector, creating an environment conducive to technological innovation, aiding technology firms, and developing national talent. The zone is empowered to formulate policies, ensure compliance with international agreements, grant licenses for communication technology projects, establish data centers, provide necessary personnel, and collaborate with various authorities.

The zone is governed by a Chairman and managed by a Director appointed by the Ruler or the Council, who oversees the zone's operations and strategic initiatives. The Director is responsible for formulating policies, executing programs, managing the budget, establishing committees, and representing the zone in legal and governmental matters. The organizational structure of the zone is established through an Emiri Decree, and the Decree also details provisions regarding financial resources, budget, exemptions, and enforcement.
