The UAE has introduced a new federal law aimed at regulating penal and corrective institutions within the country. This decree seeks to enhance the role of these institutions in helping prisoners reintegrate into society while safeguarding their rights.

The primary objectives of the law include:

1. Defining the duration of community empowerment to ease the reintegration process for inmates, granting them specific privileges during this phase.

2. Ensuring the respect of inmates' dignity and upholding their rights.

3. Allowing inmates to continue their education if they desire, with institutions facilitating their participation in classes, lectures, and exams through available channels.

4. Permitting temporary release for inmates in certain cases and emergency situations.

5. Implementing the principle of 'buying out' sentences for eligible crimes under the penal settlement system, subject to specific conditions and regulations.

6. Establishing a fund to support and promote products manufactured by inmates.

7. Creating a 'Correctional Policies Committee' to oversee the implementation of best practices in managing and developing penal and correctional institutions.
