In the UAE, the use of VPNs (Virtual Private Networks) is not illegal if used in accordance with the guidelines set by the Telecommunications and Digital Government Regulatory Authority (TDRA). The TDRA clarified on July 31, 2016, that it supports the use of VPN technology by businesses, institutions, and banks to access their internal networks via the internet, ensuring the safety and smooth operation of economic activities in the UAE. However, misuse of VPNs can lead to legal consequences.
Actions such as using VPNs to commit crimes or evade detection by disguising one's IP address are considered serious offenses under UAE law. Article 10 of Law No. 34 of 2021 Concerning Combatting Rumours and Cybercrimes stipulates that individuals found guilty of such actions can face imprisonment and/or fines ranging from Dh500,000 to Dh2,000,000.
Furthermore, Clause 1.9 of the TDRA Regulatory Policy on Internet Access Management of 2017 and Annex 1 of the TDRA Internet Access Regulations detail categories of prohibited content, including VPN services that facilitate access to blocked or prohibited content. While VPNs are not outright banned, their use to bypass restrictions is regulated and considered illegal.
